Where It Began

UII was founded in 1970 by former U.S. Armed Forces professionals with expertise in engineering, acquisition logistics, and quality assurance. Over 55+ years, we have become a trusted partner to government and commercial programs, including the U.S. Navy and WMATA. Our services include engineering support, metrology, calibration and lifecycle services, logistics and program management, and technical training. We are committed to precision, reliability, and quality, helping customers maintain mission readiness, compliance, and long-term operational performance.

Decades of Trusted Expertise

More than 50 years of experience supporting federal, defense, and transportation programs. UII delivers precision in rail, Navy logistics, engineering, calibration, and quality assurance.

1970

UII Founded 

Founded by former U.S. Armed Forces professionals, UII began FRA Northeast Corridor support.

1980

U.S. Navy (Defense & Logistics)

Expanded into logistics, supply chain, and lifecycle support for U.S. Navy and defense programs.

1998

NAVSEA (Prime)

Began long-term lifecycle logistics and financial management support across the NAVSEA enterprise.

2013

WMATA (Engineering & QA)

Started rail quality assurance, inspection, and engineering support for WMATA railcar programs.

2020

Calibration operations (SD)

Launched I-Level calibration laboratory operations supporting defense programs.

2025

GSA OASIS+

Awarded the GSA OASIS+ Small Business contract vehicle, expanding governmentwide reach.

A Message from Our CEO

Welcome to UII. Founded in 1970 on a foundation of technical excellence, integrity, and service, those values continue to guide us today. With a background in Mechanical Engineering from Rice University and an MBA from UCLA, I have focused my career on precision, quality, and accountability. Since becoming CEO in 2000, I’ve worked to grow UII while staying true to our core principles. We are proud to serve the U.S. Navy, WMATA, and commercial clients who rely on our accuracy and reliability. Our people are our strength, and their expertise is the reason our customers continue to trust us after more than 55 years.

Chief Operating Officer

Melinda Pettit serves as UII’s Chief Operating Officer, bringing 40 years of experience in operations, financial management, and business strategy. She leads organizational initiatives, strengthens operational performance, and supports company growth through effective leadership, process improvement, and strategic execution.

Director of Metrology

Tom Rouan leads UII’s metrology and calibration operations supporting government and defense missions. With over 25 years of experience in metrology, engineering, and laboratory operations, he provides expertise in quality assurance, operational excellence, and delivering reliable solutions for critical customer requirements.

Business Development Director

Kelly Spitko leads UII’s business development efforts, supporting government and public transit contracts, client relationships, and strategic growth initiatives. With experience in program management and consulting, she develops partnerships, expands opportunities, and connects customer needs with UII’s capabilities and solutions.

Soky Aung serves as UII’s Facility Security Officer, overseeing security operations and compliance with government requirements. With over 27 years of experience at UII, she supports a secure operating environment through strong organizational knowledge, reliability, and commitment to protecting company and mission needs.

Program Manager

Michelle S. Graves, PMP, leads UII’s strategic consulting, quality management, and organizational improvement initiatives supporting federal and public transit missions. With over 20 years of experience in program leadership and operational transformation, she drives process improvement, compliance, and successful execution of complex programs.
